Five-star ratings measure survival after the crash. They do not prevent the crash.
That sentence started in automotive and it generalises. A rating measures consequence, not cause. It tells you how well a structure absorbs an impact that already happened, and nothing about the road, the fault nobody saw, or the fatigue nobody flagged.
